The injustice that some of us do not and did not experience:
ذلك الظلم والجور الذى لم يتعرض له بعضنا 

What is the real problem in Eritrea? Is it only the presence of a dictator? Will removing him solve all our problems as  some  want us to believe? Is there an essential difference between the policies of the EPLF/PFDJ or is the PFDJ a just a more hard core repressive version of the EPLF? When did things start to go wrong? Was it during the armed struggle or even earlier, since 1991, or in 2001? This is an attempt to highlight, in brief, some of the core issues that are normally not felt by those who have not been at the receiving end of the brutality of the regime since 1991 or since the EPLF dominated the Eritrean field in 1981.  Each of those questions can be an issue of discussion.

These are some highlights from Kjetil Tronvoll’s book, ‘The Lasting Struggle for Freedom in Eritrea, 2009’ and this post is meant to address those who are interested to listen to different versions of our history, to those who want to seek the truth, to those who want to learn (and none of us owns absolute truth, I am not claiming that my version is the sole truth) and not meant to those ‘who pretend to fall asleep and thus are difficult to wake up’ as the Amharic saying, “አውቆ የተኛ ሲቀሰቅሱት ኣይነሳም” :

"- Cultural superiority and minority discrimination: The sedentary Christian Orthodox highlanders of Eritrea and Ethiopia have always dominated the Abyssinian realm and thus been instrumental in designing the political attributes of the state and the dominating culture of the nation. In the Eritrean case, this hegemony was even exacerbated after independence as the demographic weight of the Tigrinya population increased considerably in relation to the population of the state (The Tigrinya speaking people in Ethiopia constitute about 8 % while in independent Eritrea about 50 %): The tradition of rule by highlanders, in combination with what they perceive as their more advanced mode of production (sedentary agriculture), more developed culture, and being morally enlightened through Christianity – have thus impacted negatively on the accommodation of true cultural diversity under independent Eritrea. Cases in point may be the lack of protection of pastoral rights under the land tenure regime and the implementation of the mother languages as the medium of instruction in primary schools

- The contradictions of language rights:
 The implementation of the language policy in Eritrea creates a threefold pattern, aligned more along religious lines than ethnicity. The Christian population groups accept fully the aim of instruction in the mother tongue. In relation to the dominant ethnic group, the Tigrinya speakers, this is no surprise, since their mother tongue is also the main language of the state. However the Kunama, who are predominantly Christian (Lutheran Protestants) have also adopted the Kunama language as the medium of instruction in schools. The minority Christian Tigre speakers also prefer to use Tigre as their language of instruction. Most Muslim communities, on the other hand including, Tigre, Nara, Afar, Saho, Bilen, Hidareb and Jeberti, have chosen Arabic instead of their ethnic languages.
 It is estimated that the Tigrinya constitute about half of the Eritrean population, but 82% of the school pupils are taught in Tigrinya and 68% (370 out of 459) of the total number of schools teach in Tigrinya (in 1996 -1997). Hence the absolute dominance of Tigrinya as a medium of instruction in schools does not reflect the demographic composition of the lowlands. Furthermore, Tigrinya is the sole language of instruction during military training and the language of command of the Eritrean army which bestows on it unprecedented importance in the highly militarized Eritrean society: In reality moreover, Tigrinya is the dominant working language of the state, as it operates as the working language of the bureaucracy, the courts, the arts and among the literati.

Possible as a reaction to the dominant Tigrinya culture, the Muslim lowland groups have turned to Arabic, as a medium of instruction rather than the minority languages. This is most noteworthy among the Tigre group, which is the second largest group, constituting about 30%, but just 5% of the schools (29 out of 549) used Tigre as a language of instruction in 1995 -96. Furthermore, only 3 % of the pupils in elementary schools were learning in Tigre, whilst 12 % chose Arabic as a language of instruction (2003 reference).

Arabic is developing into a lingua franca among Eritrean Muslims. They pray in Arabic, it is used by religious leaders in mosques as well as by teachers in Koranic schools; and traditional judges use it in administering Sharia law. Arabic is also a language of trade and business among Eritrean Muslim communities. Thus the demand for Arabic is driven by both local and public needs, as is reflected
 From 1993/4 to 1996/7, 32 new schools started to use Arabic as a medium of instruction, surpassing the growth rate of all other languages, including Tigrinya (which had a 22 per cent net increase). The government seems to interpret the increased interest in Arabic as a medium of instruction as an expression of opposition to its language policy and ultimately its nationalistic ideology, as it is interpreted against the historical discourse on Eritrea after the collapse of Italian colonialism in 1941.

As a major regional and international language, Arabic may appear more attractive to learn than ethnic minority languages. Hence, resistance to the policy of using the mother tongue in Eritrean schools by Muslims is probably related to a conscious decision to pursue broader strategies of social and economic upward mobility, since economic and political rewards and benefits are more likely to accrue to those who are fluent in Arabic rather than an Eritrean minority language. Additionally, Eritrean Muslims may turn to Arabic and their common faith as a strategy to resist the political domination of the Tigrinya culture projected by the EPLF/PFDJ government. As this brief discussion of the implementation of government language policy illustrates, the divide between highlands and lowlands, Christians and Muslims, Tigrinyas and minority groups, still largely prevails in Eritrea..

- Neglect of pastoral rights: The Eritrean land reform (proclamation no. 58/1994) adopts a sedentary agriculturalist view, disregarding pastoral and nomadic rights. During the armed struggle the EPLF pursued a policy of settling nomads, while the ELF supported the nomads’ way of life and defended their rights of livelihood. After independence, pastoralism was never mentioned as a potential area of growth and sustainable development. The land reform proclamation included no special provisions protecting the grazing rights of pastoralists or rights of movement of herds of the lowland groups who traditionally practice nomadism and mixed agro-pastoralism. This may be seen as a violation of cultural rights of those groups

- Ethnicity: Eritrea is officially described as inhibited by nine ethnic groups, all diverse in culture, religion and activities of production: Dividing ethnicity into fixed categories of population groups is however, difficult from a scholarly point of view, e.g. Nadel, who served as a military administrative officer in the country during WWII, lists a number of groups and clans not officially recognized as distinct groups today.

ما هي المشكلة الحقيقية في إرتريا؟ ه
ل تتلخص او تختزل فقط  فى وجود ديكتاتور؟  حسبما  تريده منا بعض الاطراف أن نصدق . هل ان مجرد عزله اوازاحته عن السلطة  ستحل جميع مشاكل البلاد ؟ هل هناك فرق جوهري بين سياسات الجبهة الشعبية لتحرير ارتريا / والجبهة الشعبية للديمقراطية والعدالة ، اى الحزب الحاكم ،  أم يا ترى  ان الحزب الحاكم  ما هو الا مجرد نواة صلبة للنسخة ألاكثر قمعا من الجبهة الشعبية لتحرير ارتريا؟ ومتى يا ترى بدأت الأمور تسير على غير ما يرام؟ هل  حدث هذا خلال فترة الكفاح المسلح أو حتى قبل ذلك؟ ام  انه بدأ منذ عام 1991، أو في عام 2001؟


هذا المقال محاولة لتسليط الضوء بشكل موجز على بعض القضايا الأساسية التي عادة لا يشعر بها أولئك الذين  يعيشون فى منأى من وحشية النظام منذ عام 1991 أو منذ تمكن الجبهة الشعبية لتحرير ارتريا من فرض هيمنتها علي الساحة الارترية في عام 1981.

لقد اصبح الارتريون  عرضة لجملة من المظالم التى لو سلط عليها الضوء فإن كل واحد  منها يمكن  ان يكون موضع نقاش عميق . فيما يلى بعض الاضاءات من كتاب شتيل  ترونفول والمعنون "الكفاح الدائم من أجل الحرية في إرتريا"، الصادر فى عام 2009.

وهذا المقال موجه  لاؤلئك الذين يرغبون في الاستماع إلى روايات مختلفة  لتاريخنا، ولأولئك الذين يرغبون في البحث عن الحقيقة، ولأولئك الذين يرغبون في التعلم (وليس فينا من يملك الحقيقة المطلقة، وأنا أنا لا أدعي أن روايتى هي الحقيقة المطلقة) ومن ناحية  اخرى  هذا المقال  لا يخاطب اؤلئك  الذين يتعمدون النوم على آذانهم حتى لا يسمعوا ما لا يريدون

- التفوق الثقافي وممارسة التمييز ضد الأقلية:
سكان المرتفعات من المسيحيين الأرثوذكس فى ارتريا واثيوبيا والذين يعيشون نمط الحياة الزراعية المستقرة (عكس مجتمعات الرحل )  دأبوا دائما على  فرض هيمنتهم على عالم الحبشة، وبالتالي كان  لهم دور فعال في رسم  وتصميم سمات السياسية للدولة والثقافة السائدة للأمة.
في حالة  إرتريا ، تفاقمت هذه الهيمنة حتى بعد الاستقلال كما أن الوزن الديموغرافي للسكان التجرينية زاد  إلى حد كبير مقارنة بسكان الدولة الجديدة (حيث ان المتحدثين بالتجرينية يشكلون في إثيوبيا حوالي 8٪ من التعداد الاجمالى بينما اصبحوا في إرتريا المستقلة يشكلون حوالي 50٪) .

 تقاليد الحكم لدى سكان المرتفعات  بالتمازج  مع ما يرون أنه نمط  إنتاج أكثر تقدما (الزراعة المستقرة)، وثقافة أكثر تطورا، وانهم  يتمتعون باستنارة اخلاقية افضل من خلال اعتناقهم المسيحية – كل ذلك أثر سلبا على إقامة التنوع الثقافي الحقيقي فى ظل إرتريا المستقلة. والمثال على ذلك يتمثل فى عدم وجود حماية لحقوق الاراضى الرعوية فى قانون نظام حيازة الارض وفرض سياسة تعليم اللغات الأم كوسيلة للتعليم في المدارس الابتدائية .

- تناقضات الحقوق اللغوية:
تنفيذ سياسة اللغات في إرتريا خلق نمطا ، أكثر توافقا بثلاثة أضعاف مع  التوجه الديني اكثر منه الى التوجه العرقى. المجموعات السكانية المسيحية تقبلت بالكامل هذه السياسة التى تهدف الى فرض التعليم باللغة الام . ولا غرابة فى ذلك فيما يتعلق بالمجموعة العرقية المهيمنة أى التجرينية،  لأن لغتهم الأم هي أيضا اللغة الرئيسية للدولة. لكن الكوناما، الذين هم في الغالب يدينون بالمسيحية (اللوثرية البروتستانتية) اعتمدوا أيضا لغتهم الكوناما كوسيلة للتعليم في المدارس. كما فضلت  ايضا الأقلية المسيحية من المتحدثين بالتجري استخدام لغتهم التجري.

من ناحية أخرى اختارت المجتمعات الإسلامية  التى تشمل التجرى، النارا، العفر، الساهو، البلين،البداويت والجبرتة اللغة العربية بدلا من اللغات العرقية. وتشير التقديرات إلى أن التجرينية يشكلون ما يقرب من نصف سكان ارتريا، ولكن 82٪ من المدارس يتم فيها تدريس التلاميذ باللغة التجرينية  ( حيث ان  68٪   اى 370 من  اصل 459 من العدد الكلي للمدارس تدرس فيها المواد باللغة التجرينية  حسب بيانات عام 1996 -1997). وبالتالي فإن الهيمنة المطلقة  للغة التجرينية كوسيلة للتعليم في المدارس لا تعكس التركيبة السكانية لمناطق المنخفضات. وعلاوة على ذلك، تعتبر التجرينية هي اللغة الوحيدة للتعليمات أثناء التدريب العسكري ولغة قيادة الجيش الإرتري الذي يولى هذا الامر أهمية غير مسبوقة في المجتمع الارتري العسكري، واكثر من ذلك ، تعتبر التجرينية لغة التعامل الرسمى السائدة في الدولة، لأنها تستخدم كلغة عمل فى الدوائر الحكومية البيروقراطية والمحاكم والفنون وبين المثقفين.

كرد فعل محتمل على هيمنة  ثقافة التجرينية ، تحولت الجماعات المسلمة فى المنخفضات الى اللغة العربية كلغة تدريس بدلا من لغات الأقليات. هذا التوجه يكون أكثر بروزا بين مجموعة   التيجري، التي تعد ثاني أكبر مجموعة، حيث تشكل حوالي 30٪ من سكان البلاد ، ولكن 5٪ فقط  من المدارس (29 من أصل 549) تستخدم  التيجري كلغة للتعليم (بيانات عام 1995 -1996) ، وعلاوة على ذلك فإن 3٪ فقط من التلاميذ في المدارس الابتدائية يتعلمون بلغة التيجري، في حين ان  12٪ اختاروا  اللغة العربية كلغة للتعليم  (المرجع : عام 2003). وهذا مؤشر على أن اللغة العربية تتحول إلى لغة مشتركة بين المسلمين الإرتريين، فهم يمارسون شعائرهم الدينية مثل الصلاة وغيرها باللغة العربية، كما انها تستخدم من قبل القيادات الدينية في المساجد وكذلك من قبل المعلمين في المعاهد القرآنية. وفى اوساط القضاة التقليديين حيث يسود استخدامها في إدارة امور الشريعة الإسلامية. كما ان  اللغة العربية هي أيضا لغة التجارة والأعمال بين افراد المجتمع المسلم الارتري .
هذا هو اذن الدافع وراء الاقبال على اللغة العربية لتلبية الاحتياجات المحلية والعامة، كما تنعكس تلك الحقيقة بشكل اقوى من خلال معرفة انه خلال الفترة  من 1993/1994 إلى 1996/1997، بدأت 32 مدرسة جديدة فى استخدام اللغة العربية كلغة للتدريس، متجاوزةً  بذلك  معدل النمو لجميع اللغات الأخرى، بما في ذلك التحرينية (والتي كانت نسبة زيادتها الصافية قد بلغت نسبة 22 %). ويبدو أن الحكومة  تفسر زيادة الاهتمام باللغة العربية بانه  يمثل تعبير عن معارضة لسياسة اللغات التى تنتهجها ، وانه في نهاية المطاف رفض لأيديولوجيتها القومية، كما يتم تفسيرها على انها  ضد الخطاب التاريخي الذى ساد  ارتريا بعد انهيار الاستعمار الإيطالي عام 1941.
وبصفتها  لغة اقليمية وعالمية كبرى، قد تظهر العربية كلغة أكثر جاذبية للتعلم من لغات الأقليات العرقية. لهذا فإن مقاومة سياسة استخدام  المسلمين للغتهم الأم في المدارس الإرترية  يرتبط  بقرار واعي  لتحقيق استراتيجيات  الرقى الاجتماعي والاقتصادي على نحو ارحب  واوسع ،لا سيما ان تحقيق النجاح  والمزايا الاقتصادية والسياسية يكون متاحا  أكثر لأولئك الذين يجيدون  اللغة العربية وليس  لغات الأقليات الإرترية. بالإضافة إلى ذلك، قد ينحى المسلمون الإرتريون إلى اللغة العربية والعقيدة المشتركة كاستراتيجية لمقاومة الهيمنة السياسية للثقافة التجرينية المعبر عنها من خلال سيايسات حكومة الجبهة الشعبية لتحرير ارتريا/ الجبهة الشعبية للديمقراطية والعدالة  .
 هذا النقاش والتناول الموجز لتنفيذ السياسة اللغوية للحكومة يوضح ان الانقسام بين المرتفعات والمنخفضات وبين المسيحيين والمسلمين، أى بين التجرينية  وبين الأقليات، لا يزال سائدا إلى حد كبير في إرتريا

- إهمال الحقوق الرعوية: تبنى برنامج إصلاح الأراضي الإرتري (. المرسوم رقم  58/1994) وجهة نظر  اصحاب نمط الحياة الزراعية المستقرة ، وتجاهل حقوق نمط الحياة الرعوية البدوية. خلال فترة الكفاح المسلح انتهجت الجبهة الشعبية لتحرير ارتريا سياسة توطين البدو، في حين أن جبهة التحرير الارترية قامت بدعم نمط الحياة  البدوية ودافعت عن نمط معيشتهم لكسب الرزق. بعد الاستقلال،  لم يذكر الرعي اطلاقا كمجال محتمل لتحقيق النمو والتنمية المستدامة. ولم يتضمن مرسوم الإصلاح الزراعي أي أحكام خاصة تتعلق بحماية حقوق الرعي أو حقوق حركة قطعان المواشى لسكان المنخفضات الذين يمارسون تقليديا حياة الترحال البدوى والنمط الزراعي الرعوي المختلط .  ويمكن اعتبار هذا بمثابة انتهاك للحقوق الثقافية لتلك الجماعات .

- العرق: توصف إرتريا رسميا  بانها بلد تسكنه  تسع مجموعات عرقية، متنوعة في الثقافة والدين وأنشطة الإنتاج: تقسيم الاعراق إلى فئات محددة من المجموعات السكانية يعتبر امر صعب من وجهة النظر العلمية ، على سبيل المثال، قام  نادل، الذي شغل منصب مسؤول إداري عسكري في البلاد خلال الحرب العالمية الثانية، بوضع قائمة  لعدد من الجماعات والعشائر لكنها غير معترف بها رسميا  اليوم. كمجموعات متميزة
